520.3.#.a: This paper has the following objectives: 1) To take up the background and information products that preceded the scielo system to find the lines of continuity as well as the specific contributions of this system, highlighting its pioneering character worldwide as an open access project and, at the regional level, for the implementation of a publication methodology based on metadata and interoperable languages, as well as for the creation of the first citation index in the region. 2) To describe the characteristics of the development of the SciELO-Mexico collection, emphasizing the sources of financing that have made possible the sustainability of an open access initiative of this type. 3) To make a balance of the achievements as well as its limitations and pending agendas. Este trabajo tiene los siguientes objetivos: 1) retomar los antecedentes y productos de información que precedieron al sistema scielo para encontrar las líneas de continuidad así como las aportaciones específicas de este sistema, destacando su carácter pionero a nivel mundial como proyecto de acceso abierto y a nivel regional por la implementación de una metodología de publicación basada en metadatos e interoperables, así como por la creación del primer índice de citación en la región; 2) describir las características propias del desarrollo de la colección SciELO-México, haciendo énfasis en las fuentes de financiamiento que han hecho posible la sustentabilidad de una iniciativa de acceso abierto de este tipo; 3) realizar un balance de los logros así como de las limitaciones y agendas pendientes.
