Public policies and globalization in the Historic Center of Mérida, Yucatan

Resumen
The urban image and current usage of the Historic Center of Merida are the result of public policies, mainly throughout the last four decades. In this article, the origin and incidence of such policies are set forth; to do this, two lengthy periods of its history are analyzed: the first, from its foundation until the 19th Century; the second, from the 20th Century to the present, and periodicity is linked to the conditions established by the federal regulations. The roles of the different actors, in the management and execution of public policies, are also presented; whilst the Historic Center is characterized through the result of the policies implemented, combined with globalization.
