Resumen
The purpose of this article is to formulate a proposal to contribute to the development of the Costa Rican merchant marine, based on the experiences of the United Kingdom (Europe), the Philippines (Asia) and Panama (America). From the methodological point of view, the study is based on the qualitative approach since the object of the study has been scarcely investigated. Therefore, the analysis strategy focuses on induction, applied to the experiences of three countries with extensive development in the maritime sector. Among the most significant results achieved, the following stand out: the three cases studied present distinctive strengths that determine the progress of the maritime industry in those nations; the set of socioeconomic benefits that the improvement of that industry would produce, and the characteristics that identify the desired situation.
