Resumen
Over the last decades, access to housing in Argentina has been affected by a series of socio-economic problems. Under this context, public policies can tend to mitigate or remove obstacles to access to housing, but also to deepen and/or multiply them. This paper aims at exploring the main policies related to housing in Argentina during the Cambiemos administration (2015-2019) and some critical readings of their impact on the fulfilment of the right to housing. The paper proposes an analysis of theoretical, legal, economic, and public policy aspects, including the socio-economic and political context, some macroeconomic policies with specific impact, public programmes for housing construction and urbanisation of slums and settlements, the mortgage market, and rental housing. The analysis shows that, beyond some positive measures, such as the launch of RENABAP, there has been no considerable progress in solving the housing problem. The specific policies in the area were insufficient and the general government plan caused a significant setback in the material conditions of the working class, which resulted in greater obstacles to achieving the satisfaction of this fundamental right.
