Resumen
During the mid-19th century, the government of Oaxaca implemented a tax of 6 ¼ cents, destined to finance education not only in the capital, but in every town in the state. The purpose of this paper is to study how city councils responded to the tax, from the perspective of history of education. The article covers from 1867, when the levy was created, until 1889, when the state government requested city councils to contribute five more pesos to help the payment of the instructors in third class schools. The specific objectives are the following: to explain the logic of the tax in favor of the educational sector; to study how it operated in the legislative sphere; to analyze the reactions and dynamics that it arose between the Directorate of Public Instruction, the political leaders, and the town councils in Oaxaca; to show which areas of education it covered; and, finally, that the councils acquired more responsibilities with its implementation, and that financing education fell on them directly or indirectly in the context of a system under construction.
