Resumen
The integration of persons with disabilities in Mexico is a fundamental pillar for achieving inclusive development and strengthening citizen participation. This research has an overview of the concept of disability, its historical measurement and the constituent elements of the Mexican legal framework. The argument presented suggests that the Mexican normative framework is not harmonised with international recommendations, complicating the design and implementation of public and social policies. The subsequent structure covers the concept of disability, national development plans and the Mexican legal framework in terms of the international framework through a critical analysis. It is concluded that the Mexican legal framework on disability needs to be harmonised around the social model of disability.
