Resumen
This paper analyzes the role of the Banco Popular y de Desarrollo Comunal (BPDC) of Costa Rica in the financing of public water supply and sanitation (AAS) systems. The bank"s relationship with community water operators, known as Associations Administrators of Aqueduct and Sewerage Systems (ASADA), is addressed. ASADAs provide water services in rural and semi-urban areas of Costa Rica. Since 2006, the BPDC has built important relationships with the ASADA and the Costa Rican Institute of Aqueducts and Sewers (AyA), which is also responsible for providing water and sanitation services in Costa Rica"s urban areas and acts as the national regulator of the AAS sector. However, the paper focuses on BPDC"s relationship with ASADAs, as it has a direct funding relationship with them.
