Bottled water: health considerations between the human right to health and the private industry

Resumen
The present article aims to analyze the consumption of bottled water within the dynamics of water as a human right or a consumer commodity. It is based on a qualitative methodology focused on content analysis, using as research inputs national and international reports from non-governmental organizations, the national and international legal framework, as well as results from empirical research conducted in the Mexican context in recent decades. The results are intertwined in an academic reflection from the essential functions of public health. The conclusions point to the conception of water as a consumer good rather than a human right, as the private industry generates millions of pesos annually from the exploitation and sale of the public resource; conflicts of interest and interference in regulatory policies provide evidence of the lack of state policies to guarantee the human right to water: an indispensable means to strengthen the human right to health.
